A large part of the savings comes from the re-use of content. The DITA format breaks your content database into small chunks—which is the same theory behind the creation of Translation Memory (TM). By 'locking in' these smaller modules, writing style and terminology use are standardized across all outputs. These modules can then be re-used in different contexts and materials. Maintenance-wise, only new or changed modules require localization.
